REQUEST FOR PROPOSALS FOR
ENGINEERING SERVICES
SALT SHED CONSULTING
The City of Gardiner, Maine is requesting engineering services related to the construction of a new 300 ton salt shed located at the Gardiner Public Works Garage.
A pre-proposal meeting will be held at 9:00 am on Wednesday, September 12th, 2007 and all consultants are invited.
Five (5) copies of Proposals must be clearly marked: “Engineering Services Proposal – Gardiner Public Works Salt Shed Project”. Completed proposals must be delivered by 12:00 Noon on Friday, September 21th, 2007 to The City Manager’s Office in Gardiner City Hall addressed to:

BACKGROUND
Gardiner’s City Council has approved replacing the current 60 ton salt shed located at the Public Works Facility on Route 201. The replacement shed will be capable of housing approximately 300 ton of rock salt used for winter snow and ice control.
SCOPE OF SERVICES
As a minimum all proposals will include the following:
1) Site Selection – Provide assistance in selecting the best possible location for the new salt shed at the city’s Route 201 Public Works Facility. Recommend needed site criteria to evaluate possible locations. Outline
required testing to ensure the preferred location meets the needed criteria (soil borings etc.).
2) Permitting - Identify all necessary local, state, & federal permits that will need to be filed prior to the start of construction.
3) Design Identification and Review - The city is currently of the position that several companies offer pre-fabrication “Salt Sheds” that would provide an acceptable salt coverage. Please outline your firms anticipated identification and review process.
4) Bid Assistance – The selected firm will assist the Wastewater & Public Works Director in drafting documents required for bidding the construction of the project.
5) Inspection – The selected firm will assist the city with construction inspection at specific points during construction. (Please include a list of anticipated inspection needs)
PROPOSAL SUBMISSION REQUIREMENTS
The proposals may be in any format that works best for RFP respondents, but shall include as a minimum, the following information:
Transmittal Letter: A brief letter summarizing project team’s qualifications, project understanding and project approach
Company profile: Firm size, qualifications and services
Project Team: Names of project manager and relevant team members that will be assigned to this project with their capabilities and experience with similar projects
Project Approach: Outline of scope of work and approach with estimated project schedule including timelines for specific tasks
Project Administration: Experience with similar projects
Workload Capacity: Firm’s workload and capacity to perform the work on a reasonable schedule. The city desires to bid so that construction work is completed by late fall of 2007 and that all work is substantially completed by end of the year.
References: Names, addresses, and telephone numbers of representatives of current or recent clients familiar with the work your firm and project team (three suggested). Include a contact person and telephone number for each reference.
Cost Proposal: Provide a cost proposal based on your firms proposed “Scope of Services” Include as a minimum: 1) Expected method of payment with a Not-to-Exceed lump sum cost; 2) All direct and indirect costs for performing the work; 3) A person-hour breakdown by discipline and task with hourly costs; 4) A cost breakout for attending extra meetings beyond those considered in your proposal scope of work. Note: The final fee and scope will be negotiated between the city the preferred firm.
Sub Consultants - Proposals contemplating the use of sub-consultants must include the information requested in this section for each sub-consultant.
Additional Data: Provide any additional data you consider essential to the submittal.
SELECTION PROCESS AND CRITERIA
The proposal review team will include the City’s Planning & Development Director, Wastewater & Public Works Director, and the Public Works Supervisor. The following guidelines will be used when reviewing and ranking the Engineer submittals:
1) Project team qualifications and relevant experience
with similar projects 10 Pts
2) Approach to Project Scope 25 Pts
3) Reference’s satisfaction with quality,
timeliness and budget management 20 Pts
4) Cost based on the Proposed Project Scope 25 Pts
5) Availability and ability to meet deadlines 20 Pts
Total Possible Points 100 Pts
Engineers with top ranking proposals may be selected for an interview. If an acceptable contract cannot be negotiated with the finalist, the second ranking Engineer Firm will be contacted.
Following final selection, the parties shall execute a contract based on this RFP and the selected Engineer’s proposal. Project work under this proposal may not begin until the City of Gardiner and the successful consultant execute a contract.
GENERAL CONDITIONS AND REQUIREMENTS
Indemnification and Insurance:
The selected engineer shall agree to indemnify and hold the City harmless from claims, demands, suits, causes of action and judgments arising from the Engineer’s performance, including claims of professional malpractice or negligence.
The City of Gardiner reserves the right to accept or reject any or all proposals; waive any defects, informalities and minor irregularities; to accept exceptions to these specifications; to negotiate any or all conditions and make such award or act otherwise as it alone may deem in its best interest.
