REQUEST FOR PROPOSALS
TIF Consulting Services
The City of Gardiner, Maine is seeking bid proposals from qualified consultants for updating the City’s Tax Increment Financing (TIF) program. Gardiner currently has five individual TIF districts at the Libby Hill Business Park and a Downtown TIF District. The City plans to create an area wide TIF at the business park, as well as review the Downtown TIF program. In addition to creating a new area wide TIF district at the business park, the City will commence development of a credit enhancement agreement (CEA) for a property located within the proposed area wide TIF district. Both new Libby Hill TIF and CEA deliverables will be completed in order to meet a March 31st, 2009 deadline. The City’s Planning & Development Department will work closely with the selected consultant, to
complete the overall project. To assist in review of project proposals, please itemize TIF services and recommend where cost savings may be achieved. Please see attached “scope” for more details.
Sealed Cost Proposals must be clearly marked: “TIF Consulting Services”. Completed proposals must be delivered by 1:00 PM on Friday, November 7th, 2008 to:
