During any vacancy in the office of City Manger and during the absence or disability of the City Manager, the City Council may designate a properly qualified person to serve and perform the duties of City Manager and fix his compensation while so acting he shall have the same powers and duties as those given to and imposed upon the City Manager. Before entering upon his duties, he shall give bond to the City of Gardiner in a sum and with surety to be approved by the City Council. This premium on such bond is to be paid by the City.
