Whenever any ordinance is required by this article to be submitted to the voters of the City at any election, the City Council must order one publication of the complete text thereof to be made in one, or more should the City Council deem it best, of the newspapers published or having a general circulation in th City of Gardiner such publication to be made not less than 10 days nor more than 20 days prior to the election.
