The committee shall consist of the following officers:
(A) The officers of the committee shall be a chairman and a secretary who shall be elected at the organizational meeting in January to serve for one year or until a successor shall be elected and qualified.
(B) These officers shall constitute an executive board who shall act in emergencies. This executive board shall meet at any time and place deemed necessary by either officer.
