1.      CALL TO ORDER

Mayor Rines called the meeting to order at 7:00.

2.      ROLL CALL

Motion by Councilor Dellert and seconded by Councilor Rambo to Accept Consent Agenda Items 4.1-4.3

Vote: 7 in favor 0 opposed Motion: passes

Mayor Rines asked if there were any objections to taking an item out of order, there were none.

6.7        Consideration of Consultant Team for Cobbossee Corridor Master
         Plan.

Kent Associates were recommended to be obtained as Consultant for Cobbossee Corridor Master Plan.  Councilor Doiron remarked that he would be abstaining from vote because of personal relationship.

Motion by Councilor Dellert and seconded by Councilor Rambo to accept Kent Associates as Consultant Team for Cobbossee Corridor Master Plan.

Vote: 6 in favor 0 –opposed 1 Abstain (Doiron) Motion: passes


5.      OLD BUSINESS

5.1     Consideration of Second Reading of Resolution 04-02, Approving Required Rural Development Loan Resolution and Grant of Agreement

Motion by Councilor Doiron and seconded by Councilor Dellert to Accept the Second Reading of Resolution 04-02, Approving Required Rural Development Loan Resolution and Grant of Agreement.

Vote: 7 in favor 0 opposed Motion: passes

6.    NEW BUSINESS

6.1     Consideration of First Reading of Resolution 04-03, Sewer Rate Discount “Downtown Redevelopment Opportunity Program”

Motion by Councilor Nicless and seconded by Councilor Rambo to Accept First Reading of Resolution 04-03, Sewer Rate Discount “Downtown Redevelopment Opportunity Program”

Vote: 7 in favor 0 – opposed Motion: passes


6.3     Consideration of Ordinance 04-04, Amending Victualers License Provisions

Ordinance change for the cost of one day user Victualers License Fee, 5.00 per day, which will used mostly on Greater Gardiner Celebration Day.

Motion by Councilor Rambo and seconded by Councilor Dellert to Accept Ordinance 04-04, Amending Victualers License Provisions.

Vote: 7 in favor 0 – opposed Motion: passes

6.4     Consideration of First Reading of Order 04-05, Authorizing General Obligation Bond for Wastewater Project.

Motion by Councilor Webster and seconded by Councilor Nickless to Accept First Reading of Order 04-05, Authorizing General Obligation Bond for Wastewater Project.

Vote: 6 in favor 0 – opposed Motion: passes (Mayor not voting on Bond Items.)

6.5     Consideration of Community Development Associate Candidate.

Twenty four candidates were interviewed for Community Development Associate Candidate.  Shirar Wilder was an outstanding candidate and just what the Committee was searching for.

Motion by Councilor Dellert and seconded by Councilor Webster to Accept Community Development Associate Candidate.

Vote: 7 in favor 0 – opposed Motion: passes
 
6.6      Consideration of Resolution 04-07, Sewer Use Amendment.
6.2     Consideration of FY 05 Goals Statement.

7.      CITY MANAGERS REPORT

Manager Kobrock stated that there were unforeseen problems with the E-Packet this past week, Tuesday a CD was sent out to the Council.  Pat Gilbert has worked very hard on this, but with a packet so large it could not be sent by email.  In the future a CD will be used in this type of circumstance.

Manager Kobrock and Chris Paszyc have recently spent a great deal of time discussing the waterfront project.  Two different items needed to be acted on, one being the fact that stabilization of the shore is a very lengthy permitting process, if not acted on immediately the City of Gardiner will miss this years construction season, so a RFP for engineering has been put out. Also a small but important RFP for economic analysis is also out too.

Main Street Program has become nationally recognized, we were part of a state program that was connected to a national program our program has now recognized by the National Program, it is very exciting, more information will be following.

Manager Kobrock suggests that the Council meet next week to do two workshops, Audit and Draft CIP.

March 18 the Governor is coming to the Gardiner Celebration, everyone should have received invitations, along with about 300 citizens.

March 25 is scheduled for the Annual Joint Council/School Board Meeting it will be held in the Hazzard Room at the Gardiner Library.

When the City of Gardiner entered into a partnership with Johnson Hall there were various benchmarks that everyone agreed upon for the Executive Director, Johnson Hall has asked that those benchmarks have been pushed back one month. It took longer to hire the Executive Director than was expected.  Manager Kobrock saw no problem with this, they seem very sincere in doing their work.  The request came by email, if anyone is interesting in seeing it, Manager Kobrock will pass on.

About a month ago it was discussed the difficulty we have with keeping all of our partner communities in the library with us each year, how this problem is not evident with the Ambulance Service because it is done on a contractual service, perhaps this should be looked into for library service.  Anne Davis is talking to the communities as she goes through the budget process this year about contracts, she will be talking to the Council in the future with feedback.

Recently the City of Gardiner became aware the Masons who own the old  Central Street School have been talking to Gardiner Savings about transferring the property to them because Jeffrey Hinderliter was asked to interpret the Zoning Ordinance.  Because of this issues were brought up regarding the original transfer of the Central Street property from the school district who gave it to the City who gave it to the Masons with deed restrictions.  It seems to be a good building, a group will tour the building Monday morning at 10:00, if anyone is interested in joining they are welcome.

The Technology Committee has been meeting for almost one year.  An action plan has been developed, inventory taken with a replacement plan.  A process to evaluate integrated software had not been done in the last five years.

8.       COUNCIL DISCUSSION AND PUBLIC COMMENTS

Councilor Webster stated that the packets should be edited, sometimes too much information, perhaps should be on file. Councilor Doiron stated that he likes have the information available.  Manager Kobrock stated if the subject was going to be discussed at the meeting it is put in packet, feeling the information should be available to the Council.

Councilor Doiron stated the Johnson Hall Task Force has met three times, with at least three more scheduled.  

Councilor Nickless appreciated the Cobbossee Corridor presentation, very informative and exciting.  Councilor Nickless also stated that the letter about the Big Apple was harsh and inaccurate, appreciated Manager Kobrock putting it in context.  

Mayor Rines stated that the Dispatch bill was agreed upon by everyone but Waterville .  
Sunday there will be a Chamber Music Group at 3:00 pm sponsored by the Bicentennial Committee.

9.      ADJOURNMENT

Mayor Rines adjourned the meeting at 9:30 pm
