1.      CALL TO ORDER

Councilor Doiron called the meeting to order in the absence of Mayor Rines at 7:15

2.      ROLL CALL

Jean Dellert, District 3                        Richard Nickless, At-Large                      
Dennis Doiron, At-Large                 Richard Rambo, District 2                       
Phil Hart , District 4                                  Michael Webster, District 1                                                                     Jeffrey Kobrock, City Manager

Mayor Rines & Councilor Hanley, absent.

3.      PETITIONS, COMMUNICATIONS, RESOLUTIONS, & PUBLIC HEARINGS

3.1     Consideration of Comments from the Public on Issues that
           Do Not Appear Elsewhere on the Agenda (Please limit comments
          to five minutes.)

                There were no public comments

4.      CONSENT AGENDA

4.1     Consideration of Council Minutes 2/5/04, 3/04/04 & 3/11/04.

        Motion by Councilor Rambo and seconded by Councilor Dellert to Accept
            Council Minutes 2/5/04, 3/04/04 & 3/11/04.

        Vote: 6 in favor 0 – opposed Motion: passes

5.           OLD BUSINESS

5.1     Consideration of Resolution 04-07, Sewer Use Amendment.

This was an item on the last agenda, which mistakenly got removed, it needs a second reading.  This Resolution levels the playing field for health clubs without showers.

Motion by Councilor Nickless and seconded by Councilor Webster to Accept the Second Reading of Resolution 04-07, Sewer Use Amendment.

Vote: 5 in favor 1 – opposed (Hart)Motion: passes

6.      NEW BUSINESS

6.1     Consideration of Resolution 04-13, Community Development Block Grant (CDBG), Public Infrastructure Phase II Council Resolution.

Motion by Councilor Rambo and seconded by Councilor Webster to Accept Resolution 04-13, Community Development Block Grant (CDBG), Public Infrastructure Phase II Council Resolution.

Vote: 6 in favor 0 – opposed Motion: passes

Councilor Doiron asked if there were any objections to adding Addendum Items, there were no objections.

Consideration of Ordinance 04-21, Amendment of Zoning Ordinance, Section 3, B (e).

This Amendment fixes a typo in the Ordinance, striking the word up to –adding the words at least.

Motion by Councilor Webster and seconded by Councilor Nickless to Accept
the First Reading of Ordinance 04-21, Amendment of Zoning Ordinance, Section 3, B (e).

Vote: 6 in favor 0- opposed Motion: passes


6.      CITY MANAGERS REPORT

Manager Kobrock invited the Council to Employee Appreciation Day which will be held on May 27th 11:00 –2:00.  There were will be lunch, music and service awards given out. Please try to attend.

7.      COUNCIL DISCUSSION AND PUBLIC COMMENTS

Councilor Webster remarked that the home on Spring Street advertised as a single family home is obviously a two family home.  Manager Kobrock stated that he and the Code Office has spent a lot of time on this matter, and would be happy to meet with him to explain the situation.

Councilor Rambo stated that he attended the combination Planning Board/Barn Door Committee meeting finding it very interesting.  The attorney for CN Brown was in attendance, amortization was discussed, they have scheduled a work session for when the City Solicitor can be present.  Councilor Rambo also remarked that at the end of the meeting, Dorothy Washburn spoke about problems that she had found with the City Code.  She was told to put it in memo form and get a Councilor to sponsor her.  Councilor Dellert remarked that she would speak with her.

Councilor Nickless asked the Council if there could be a set time frame for the budget workshops, because they seem to run so late.  

Councilor Doiron thanked Chief Toman for the “Dedicated Service to the City” coins that were passed out at the evening meeting.  Chief Toman stated that a large amount have been ordered, the police force will have on hand to hand out to deserving citizens.  Councilor Doiron stated that it was a wonderful idea, the City of Gardiner has a great police force.

Councilor Dellert stated that there was an article in the Sunday Telegram on the Palesky issue, comparing the results to other states, it was very scary.

8.      ADJOURNMENT TO BUDGET WORKSHOP

The Council Adjourned to a Budget workshop at 8:20 pm.
