4.1 Consideration of Accepting May 2004 Warrants

4.2 Consideration of Councilor Nickless Signing June 2004 Warrants.
Motion by Councilor Webster and seconded by Councilor Hanley to Accept Consent Agenda Items 4.1 & 4.2.
Vote: 8 in favor 0 – opposed Motion: passes
5. OLD BUSINESS
5.1 Consideration of Real Estate Matter.
Manager Kobrock stated that at the last meeting the Council discussed an easement on Lincoln Avenue being issued. There are no drainage pipes in the area that the City need to be concerned with, Manager Kobrock recommended a quick claim deed be issued.
Motion by Councilor Dellert and seconded by Councilor Hanley Concerning the Real Estate Matter.
Vote: 8 in favor 0 – opposed Motion: passes
5.2 Consideration of Ordinance 04-21, Amendment of Zoning Ordinance,
Section 3, B (e).
Manager Kobrock stated that the this Ordinance change is to fix a typo to make it consistent with state law.
Motion by Councilor Rambo and seconded by Councilor Doiron to Accept the Second Reading of Ordinance 04-21, Amendment of Zoning Ordinance,
Section 3, B (e).
Vote: 8 in favor 0 – opposed Motion: passes
6. CITY MANAGERS REPORT
Manager Kobrock stated that the budget workshop schedule in to meet on June 10th to catch up with budget review and to schedule extra meetings as needed in June. The schedule for July will be to meet on the 8th and the 22nd for first and second readings of the budget, which is about on schedule as last year.
The Rail Trail dedication is scheduled for this weekend at 9:00 am.
With the end of the fiscal year there will be an aggressive push with personal property tax payment. The City of Gardiner is fortunate to have a very good Tax Collector who is pushing by the end of the fiscal year to publish the names of the people in arrears. The Council will be requested to pass an Ordinance that will not allow permits or licenses to be obtained if taxes are owed.
7. COUNCIL DISCUSSION AND PUBLIC COMMENTS
Council Doiron remarked that the Memorial Parade and ceremony were very impressive with a wonderful turnout, but wishes that there would have been a non-sectarian prayer, and would like to have an opportunity to speak to the organizers before another year.
Councilor Rambo stated that the Planning Board/Barndoor Committee meeting was very productive and constructive. The Planning Board voted to pass most of the recommendations of the Committee, not going with the Amortization part of the recommendation yet.
Councilor Hanley stated that the City of Gardiner was very fortunate to have the American Legion Post, there are very few places in Maine that do a better job, we owe them a lot of gratitude.
Councilor Hart asked about the inspection of Brown’s Autograveyard, recalling that it should have been done in the Spring. Manager Kobrock stated that he would look at the calendar and let the Council know.
Mayor stated that the Rail Trail dedication is set for Saturday morning at 9:00 am.
Mayor stated that the Council would be in recess at 7:15 to go into Budget Workshop and a Reorganization Workshop. An Executive Session on a Real Estate Matter will follow the workshops. There were no objections.

The Council discussed a real estate matter with Manager Kobrock and Chris Paszyc, Economic Development Director.
