City of Gardiner, Maine Special Council Meeting
6:30 PM
1. CALL TO ORDER
Mayor Rines called the meeting to order at 6:43 pm.
2. ROLL CALL

3. PETITIONS, COMMUNICATIONS, RESOLUTIONS, & PUBLIC HEARINGS
3.1 Consideration of Comments from the Public on Issues that
Do Not Appear Elsewhere on the Agenda (Please limit comments
to five minutes.)
There were no public comments
Councilor Rambo present.
4. NEW BUSINESS
4.1 Consideration of Libby Hill Business Park Speed Limit.
Manager Kobrock stated that there were no speed limits established at Libby Hill Business Park, and asked the Council to recommend 25 mph to MDOT.
Motion by Councilor Hanley and seconded by Councilor Nickless to Suggest to MDOT a 25 mph Speed Limit for Libby Hill Business Park.
Vote: 7 in favor 0 – opposed Motion: passes
4.2 Consideration of First Reading of Amendment to Zoning Ordinance
04-22, “Contract Zoning”.
Jeffrey Hinderliter , former Code Enforcement Officer, explained to the Council Contract Zoning is a more flexible approach than traditional zoning that would allow an activity to occur within a zone that would not likely be allowed in the zone otherwise. For the use to be allowed under the terms of a contract between the property owner and the city it must be considered compatible to other uses in the zone and get extensive input from abutters and municipal officials.
4.3 Consideration of First Reading of Amendment to Zoning Ordinance
04-23, “Barn Door Committee Recommendations”.
After a very lengthy discussion the Council decided to table the item until July 8th.
Motion by Councilor Rambo and seconded by Councilor Hart to table the First Reading of Amendment to Zoning Ordinance 04-23, “Barn Door Committee Recommendations”.
Vote: 7 in favor 0 – opposed Motion: passes
4.4 Discussion of Council Request for Study of Traffic Alternatives at the “Common Corner”.
Manager Kobrock stated that the State Traffic Engineer did
not get a chance to study the issue before going on vacation. The Council will revisit later.
4.5 Consideration of Order 04-24, Disposition of Tax Acquired Property.
Manager Kobrock stated that there is only one property outstanding on the tax acquired list and suggested to the Council that the City might want to retain the property for future use. The Council discussed the pros and cons and decided to discuss this again on July 8th.
Motion by Councilor Rambo and seconded by Councilor Hart to Table Order 04-24 until July 8, 2004.
Vote: 7 in favor 0 – opposed Motion: passes
4.6 Consideration of Order 04-25, Renewal of Mayor Appointments.
Mayor Rines withdrew the Order 04-25 until a further date.
5. CITY MANAGERS REPORT
Manager Kobrock stated that if Councilor experience any problems receiving the weekly Council Packet please let Molly know. The Council should be receiving either an email or CD on Friday afternoon.
The Johnson Hall Task Force recommendations will be presented at the next Council meeting.
6. COUNCIL DISCUSSION AND PUBLIC COMMENTS
Mayor Rines reminded everyone about Downtown Gardiner Celebration on June 19th, hoping to see everyone there.
7. ADJOURNMENT TO BUDGET WORKSHOP
Mayor Rines adjourned at 9:10 to go a Budget Workshop.
