City of Gardiner, Maine                         Special Council Meeting
                                7:00 PM                         


1.      CALL TO ORDER

Mayor Rines called the meeting to order at 7:08 pm.

2.      ROLL CALL

Jean Dellert, District 3                        Phil Hart, District 4

Councilor Webster absent.

3.      PETITIONS, COMMUNICATIONS, RESOLUTIONS, & PUBLIC HEARINGS

3.1     Consideration of Comments from the Public on Issues that
           Do Not Appear Elsewhere on the Agenda (Please limit comments
          to five minutes.)

David and Trena  Rideout presented a petition signed by about 80 Gardiner residents to the Council asking for help dealing with the flies which inundated their homes.  Manager Kobrock stated that the City has no authority to regulate agricultural operations, that is up to the Department of Agriculture.  Councilor Hanley will set up a meeting with people involved in the community.

4.             NEW BUSINESS

4.1     Consideration of Resolution 04-30, Declaring Gardiner’s Commitment to Tax Relief.

Motion by Councilor Rambo and seconded by Councilor Nickless to Accept Resolution 04-30, Declaring Gardiner’s Commitment to Tax Relief.

Vote: 7 in favor 0 – opposed Motion: passes.

5.      CITY MANAGERS REPORT

Manager Kobrock stated that the Council will need to reschedule the second reading of the Budget at the July 22nd meeting.  The Council decided that the Council will do the second reading of the Budget on July 29th.
6.    COUNCIL DISCUSSION AND PUBLIC COMMENTS

Councilor Doiron stated that at the last Council Meeting Manager Kobrock did a good job with the Palesky Referendum worksheet.  Councilor Doiron remarked that he would like to see if the Council could work on a mock Palesky Budget with the individual Coucilor choices in the Fall.  The Council discussed the idea and will do this Fall.

Councilor Rambo asked if the Barndoor Committee & the Planning Board will be notified of the upcoming second reading of the Barndoor/Planning Board recommendations.  Manager Kobrock stated that the committees would be notified.

Motion by Councilor Rambo and seconded by Councilor Nickless to go into Executive Session at 8:04 pm.

Vote: 7 in favor 0 – opposed Motion: passes

7.       EXECUTIVE SESSION per MRSA, Title 1, Chapter 13, Section 405 (6) (A)

8.    ADJOURNMENT

        Mayor Rines adjourned the meeting at 10:20 pm.
