Mayor Rines called the meeting to order at 7:07 PM

3. PETITIONS, COMMUNICATIONS, RESOLUTIONS, & PUBLIC HEARINGS
3.1 Consideration of Comments from the Public on Issues that

4. NEW BUSINESS
4.1 Consideration of Implementation of Johnson Hall Task Force Recommendations.
Grant applications prepared and submitted (goal $40,000)
· Arts Commission, Community Foundation, CDBG
Fall, 2004 Johnson Hall Renovation Committee set up
under the auspices of the Board of Trade
City begins to prepare and submit grants for construction Four separate experts engaged to help work out next steps:
o Architect
o Business plan
o Fundraising
o Organizational development
Winter, 2004-5 Final business plan, design, and fundraising plan
approved by Johnson Hall Renovation Committee
During implementation the City Manager will:
Name representatives to the Johnson Hall Renovation Committee
Submit grant applications
Act as fiscal agent for grant awards
Utilize staff resources to accomplish implementation
Motion by Councilor Doiron and seconded by Councilor Rambo to Accept Order 04-47, Implementation of Johnson Hall Task Force Recommendations.
Vote: 7 in favor 0- opposed Motion: passes
4.2 Consideration of Resolution 04-41, Gardiner Main Street Funding.
The Board of Directors of Gardiner Main St. has requested the City of Gardiner commit to funding the organization for another 3 years. The requested amount is $25,000 per year. This represents a level 1/3 share of GMS operating budget, and a $5,000 increase/year in funding commitment from 3 years ago (when the city first partnered with the Gardiner Board of Trade and Main St.)
Motion by Councilor Rambo and seconded by Councilor Webster to Accept Order 04-41, Gardiner Main Street Funding.
Vote: 7 in favor 0- opposed Motion: passes
4.3 Consideration of Ordinance 04-46, Establishing a No Parking Zone of
Harrison Ave.
Chief Toman stated worry pertains to the poor visibility and sight distance that is created by the vertical crest curve located in the gully by Ash street. Visibility also deteriorates greatly during inclement weather conditions. Another obstruction of view is produced with the new construction that is currently underway. The construction apparatus or any vehicle parked on the roads edge leaves an insufficient width for vehicles to pass, creating hazardous driving conditions.
The ordinance change would be to Title 25, Chapter 5, Section 2605, (38) on Harrison Avenue-on either side of the street from its intersection with Ash St. to its intersection with Townsend Place.
Motion by Councilor Dellert and seconded by Councilor Rambo to Accept Ordinance 04-46, Establishing a No Parking Zone of Harrison Ave.
Vote: 6 in favor 0- opposed (Doiron excused)

4.5 Consideration of Order 04-45, Appropriations for Reorganizing Planning & Development Activities
Motion by Councilor Rambo and seconded by Councilor Webster to Accept Order 04-45, Appropriations for Reorganizing Planning & Development Activities.
Vote: 5 in favor 2 –opposed (Hart & Dellert) Motion:passes
5. CITY MANAGERS REPORT
Manager Kobrock stated that Mary Adams, a property rights and taxpayer advocate, filed a petition and will gather signatures on November 2nd. Next November there will likely be a Colorado –style spending cap initiative on the ballo. The Maine State Chamber came out in opposition today on the Palesky initiative, advancing their own proposal which is tax a levy cap.
6. COUNCIL DISCUSSION AND PUBLIC COMMENTS
Councilor Dellert remarked that she attended the Governor’s Health Program Walk, the Gardiner High School Band performed, it was wonderful to see.
Councilor Rambo stated that he asked Manager Kobrock to find out the number of total residential assessed properties. There is a total of 1750 residential accounts in the City with a total value of $159,947,800 with an average residential value of $91,000, an average tax bill being $1992.00.
