1.      CALL TO ORDER

Mayor Rines called the meeting to order at 7:12 PM

2.      ROLL CALL

3.   PETITIONS, COMMUNICATIONS, RESOLUTIONS, & PUBLIC HEARINGS

3.1     Public Hearing for Liquor License Renewal for Tilbury Town Tavern.

Public Hearing was opened at 7: 15 pm and closed at 7:16 pm with no public comment.

3.2      Consideration of Comments from the Public on Issues that
           Do Not Appear Elsewhere on the Agenda (Please limit comments
          to five minutes.)

Cindy Sirois discussed with Council the problems that she was experiencing at her home located on Route 201 next to Anthony’s Auto, which is a business that has an all night wrecker service and auto dealership.  It is very noisy at all times of the day and night.  She would like to see “No Parking Signs” placed along Rt. 201.  She has spoken to the Department of Transportation, they would be willing to support an Ordinance change if the City of Gardiner chose to do that.  Manager Kobrock stated that she needed to report disturbances to the Police when disturbances are happening.  Ms. Sirois stated that she will do that, along with talking to the Code Enforcement Officer and will report back to the Council at a later date.

4.CONSENT AGENDA

Mayor Rines asked if there were any objections to adding Addendum Items to the Agenda, there were none.

1.      Public Hearing for Liquor License Renewal for A1 Diner.

Public Hearing opened at 7:30 pm and closed at 7:31 pm with no public comment.

4.1     Consideration of Liquor License Renewal for Tilbury Town Tavern.

4.2     Consideration of Special Permit for Catering Privileges for Kennebec Brewing Co.

3.     Consideration of Liquor License Renewal for A1 Diner.


Motion by Councilor Webster and seconded by Councilor Hart to Accept Consent Agenda Items 4.1,4.2 & Addendum Item 1 & 3 .

Vote: 6 in favor 0 – opposed Motion: passes.

Councilor Dellert present.

5. NEW BUSINESS

5.1   Consideration of Contract to Dirigo Engineering for Design Services for the Northwest Quadrant Project.

For the past two months the Northwest Quadrant Advisory Committee has been going
through a process to select a design firm. The Committee comprised of Chris Paszyc, Chuck Applebee, Dave Cunningham, Paul Gray, Rich Nickless, Mike Webster and two citizen’s from the project area who responded to a notice, mailed to everybody in the effected area.. The Committee received five proposals from firms in response to the RFP; the committee narrowed down the five proposals to two. They interviewed two firms, Milone & McBroom of Newcastle and Dirigo Engineering from Waterville. The Committee unanimously voted to invite Dirigo Engineering back to discuss the scope of service and contract details.

Dirigo was selected as the preferred firm because of their creative approach, willingness
to work with the committee and their grasp of other items the committee wanted to accomplish while doing this project. While they were not the lowest bidder, the proposals ranged from $185,000 to $105,000, Dirigo’s proposal for services is $106,000.

INTENDED ACTION
Authorize the City Manger to enter into a contractural agreement for, design services for
the Northwest Quadrant, with Dirigo Engineering of Waterville for $106,000.

Motion by Councilor Rambo and seconded by Councilor Webster to Accept Contract to Dirigo Engineering for Design Services for the Northwest Quadrant Project.

Vote: 7 in favor 0 – opposed Motion: passes.

2.    Consideration of Order 04-49, Regulating Signage on City Property.

Amend to say “Signage for Candidates or Issues can not be Affixed on City Property”

Motion by Councilor Nickless and seconded by Councilor Doiron to Accept Order 04-49, Regulating Signage on City Property.

Vote: 7 in favor 0 – opposed Motion: passes.

6.      CITY MANAGERS REPORT

Manager Kobrock stated that he and Pat Gilbert spoke to a group at the High School about doing repair work at the Common.  They hope to have a hundred people working on the project at the end of the month for a fund raiser on a volunteer basis.  There will be two teachers involved along with other adults, every student team will have an adult and student leader.  The High School will not be making long term improvements, as we are approaching the useful lifespan of the playground..

There has been increased public safety protection and emergency power plans set in place for Election Day.  Also the City Clerk, Deirdre Berglund will be planning to be at the Football Game on Friday evening to register voters, it is a very inventive idea, our City Clerk deserves a lot of credit for her inventive and creative ideas.

The Zoning Ordinance needs a change to allow for antennas in the downtown area, the Planning Board is planning to discuss this at the next meeting.  Manager Kobrock asked the Council if they would be willing to look at the change, the Council agreed.

The Water District Trustees and the City Council will be having two workshops on October 14 & 21 with representatives from Randolph and Farmingdale attending.  This would be a good opportunity to discuss ideas. Please try to read the report over before attending.

After the November 2nd election the City of Gardiner will be holding two events on November 3rd or 4th at the Boys and Girls Club. These sessions will focus on post-palesky issues.

7.         COUNCIL DISCUSSION AND PUBLIC COMMENTS
No Councilor Discussion

Motion by Councilor Webster seconded by Councilor Nickless to go into Executive Session.

Vote: 7 in favor 0 – opposed Motion: passes

8.          ADJOURNMENT

Mayor Rines adjourned the meeting at 10:30 pm.
