        MINUTES
                
                        
1.   CALL TO ORDER

        The meeting was called to order by Mayor Rines at 8:50 PM

2.      ROLL CALL

Those present were:

Councilors Dellert, Staples and Thomas absent

Mayor Rines asked if there would be any objection to having the Executive Session at the end of the Council Meeting, there were no objections.

4.      PETITIONS, COMMUNICATIONS, RESOLUTIONS, & PUBLIC HEARINGS

4.1     Consideration of Comments from the Public on Issues that
           Do Not Appear Elsewhere on the Agenda (Please limit commments to
           five minutes.)

There were no public comments.

5.      CONSENT AGENDA

5.1     Consideration of Order 03-04, Certain Victualer’s Licenses.

Motion by Councilor Hart and seconded by Councilor Hanley to accept Order 03-04, Certain Victualer’s Licenses.

Vote: 5 in favor 0 – opposed Motion: passes

6.      NEW BUSINESS

6.1         Consideration of Order 03-05, Accepting Donation of Property.

Motion by Councilor Hanley and seconded by Councilor Hart
                 to accept  Order 03-05, Accepting Donation of Property.

                Vote: 5 in favor 0 – opposed Motion: passes

6.2        Consideration of Appointments to the Planning Board and Board
                    of Appeals.

                Motion by Councilor Hanley and seconded by Councilor Webster to
                  accept appointments to the Planning Board and Board of Appeals.

                Vote: 5 in favor 0 – opposed Motion: passes

Mayor Rines asked if anyone had an objection to taking up an Addendum Item, there were no objections.

1.1     Consideration of LD 480, Resolve, to Maintain Flexibility and Safety in Caring for People with Severe and Persistent Mental Illness.

Councilor Webster withdraws the item.

7.      CITY MANAGERS REPORT

Manager Kobrock stated that the City is in the middle phase of budget preparations which has brought up the issue of insurance premiums, they went up more than 30%, and are projected to go up that amount again this year. Manager Kobrock asked the Council if they would like him to look around for alternate insurance coverage, the Council asked the City Manager to check options.  The Council stated that they thought that would be a good idea.

Councilor Doiron suggested that the Council have a Joint Meeting with the Water District, Manager Kobrock is trying to set up meeting on the next meeting date, March 6th.  If the March 6th meeting doesn’t work out, the Council will need to meet to discuss Tax Increment Financing.  Mayor Rines suggested that the meeting should be off site, with the Council not having Agenda items.

Manager Kobrock stated that on March 20th, the Council will have a Joint Meeting with the School Board, with some confusion on the location, it will be announced at a later date.

8.      COUNCIL DISCUSSION AND PUBLIC COMMENTS

Councilor Webster remarked that he was approached by Johnson Hall members to talk about City support for Johnson Hall.

Councilor Hart stated now that there have been three public meetings for the budgets, the next step would be to contact the other communities to see if there could be another meeting seeing if there are budget items that could be consolidated together.  After the three meetings, it seemed to be the consensus that this would be away to save money.

Mayor Rines asked how the budget was for plowing the roads this season, Manager Kobrock stated that it was close but would be alright if March weather was not bad.
Mayor Rines stated that the Christ Church is a having a re-creation of the first town meeting of Gardiner’s town on Sunday afternoon the 23rd of March, where the original one occurred.  

Motion by Councilor Hart and seconded by Councilor Hanley to go into Executive Session at 9:33 p.m.

Vote 5 in favor 0 – opposed Motion passes
