CALL TO ORDER AND ALLEGIENCE TO THE FLAG
In the absence of Mayor Rines, Councilor Doiron presided, and opened the meeting at 8:56 p.m.

4.1 Consideration of Second Reading of Zoning Ordinance 03-23, Amendments.
Motion by Councilor Staples and seconded by Councilor Hanley to Accept Second Reading of Zoning Ordinance 03-23, Amendments.
Vote: 7 in favor 0 – opposed Motion passes
4.2 Consideration of Second Reading of Resolution 03-21, Wastewater Treatment Plant Combined Sewer Overflow Project Phase I Bond Authorization.
Motion by Councilor Staples and seconded by Councilor Dellert to accept Resolution 03-21, Wastewater Treatment Plant Combined Sewer Overflow Project Phase I Bond Authorization.
Vote: 7 in favor 0 – opposed Motion: passes
4.3 Consideration of Restructuring Public Safety, Public Works, and Building and Grounds.
Motion by Councilor Webster and seconded by Councilor Staples to accept Restructuring of Public Safety, Public Works and Building and Grounds..

4.4 Consideration of Library Non-Resident Fees.
Motion by Councilor Dellert and seconded by Councilor Webster to Accept Library Non-Resident Fees.

4.5 Consideration of Resolution 03-25, Recognizing Superintendent Jack Mara.
Motion by Councilor Hanley and seconded by Councilor Dellert to
accept the Resolution 03-25, Recognizing Superintendent Jack Mara.

4.6 Consideration of Residency Requirements for Chief Job Description.
Motion by Councilor Hanley and seconded by Councilor Webster to Require Police Chief to reside in Gardiner within 6 months of hire.
Vote: 6 in favor 1 –opposed (Hart) Motion: passes
5. CITY MANAGERS REPORT
Manager Kobrock stated that that the Council received an invitation from West Gardiner regarding a recycling meeting on June 26th and would like to have representation from the City Council and City staff.
There is a vacancy at Public Works Department, there is an advertisement in the paper.
Next week Kathy Tyson, a partner at Runyon, Keersteen and Ouellette will be coming to talk to the Council about the Audit. She will present the 2002 Audit, and talk of various cash accounts, and about adopting a comprehensive fund policy.
At the June 5th meeting Johnson Hall has asked to come to speak to the Council, there will be a short agenda with a work session following.
COUNCIL DISCUSSION AND PUBLIC COMMENTS
Councilor Hanley remarked that 7-11 was closing, stating that it is a nice piece of real estate property.
Councilor Staples stated that there is speeding on West Hill Road, Chief Toman stated that the police will keep a closer watch.
Councilor Doiron stated that the parade was a great production, the Common was in perfect condition also.
ADJOURNMENT
Councilor Doiron adjourned the meeting at 9:47 p.m.
