                                    7:00 PM Special Session


1.      CALL TO ORDER

Mayor Rines called the meeting to order at 7:00 p.m.


2.      ROLL CALL

Jean Dellert, At-Large                                                  
Dennis Doiron, At-Large                 Paula Thomas, At-Large                  
Steve Hanley, At-Large                          Mayor Brian Rines
Phil Hart, At-Large                             Francis Grey, Council Clerk
                                                Jeffrey Kobrock, City Manager

Councilor Staples absent

Mayor Rines asked if there were any objections to adding Addendum Items 1.1-1.3, there were none.

1.1     Consideration of $100,000 IRP Loan to Microtechnologies Inc.

Motion by Councilor Hart and seconded by Councilor Dellert to accept $100,00 IRP Loan to Microtechnologies, Inc.

Vote: 7 in favor 0 – opposed Motion Passes.

1.2     Consideration of $20,000 IRP Loan to Mystic Maine Quilts.

Motion by Councilor Dellert and seconded by Councilor Webster to accept $20,000 IRP Loan to Mystic Maine Quilts.

Vote: 7 in favor 0 – opposed Motion Passes.


1.3     Consideration of $10,000 IRP Loan to John Polhemus (DBA, “The Bearded Frog Gallery”)

Motion by Councilor Hanley and seconded by Councilor Dellert to accept $10,000 IRP Loan to “The Bearded Frog”

Vote: 7 in favor 0 – opposed Motion Passes.



2.      EXECUTIVE SESSION per MRSA, Title 1, Chapter 13, Section 405 (6) (D)
                 Personnel

                The Council directed the City Manager to continue negotiations.


4.      CITY MANAGERS REPORT

Manager Kobrock stated that the trash removal contract has gone out to bid, it is too soon to report the results.

June 10th will be a consolidated voting day, Manager Kobrock asked the employees to please park in other designated parking spaces, not knowing the voter turnout.

Pine State Trading Company is moving ahead with their building plans at Libby Hill Business Park, there is a lot of movement and blasting.

At the next Council Meeting there will be a discussion on the Wastewater Incentive Program Downtown Redevelopment Opportunity Program(DROP).  It is a positive program that would market excess wastewater capacity and provide incentive for downtown development.

5.      COUNCIL DISCUSSION AND PUBLIC COMMENTS

Councilor Doiron stated that the waterfront trash receptacles are unsightly, the State Parks require patrons to take their trash home, can the same be done in Gardiner?

Councilor Thomas asked if Gardiner residents can use Hatch Hill Landfill, Manager Kobrock answered yes, it is $15.00 for a two year permit.

Councilor Hanley stated that Saturday, June 14th is Flag day, if you have old flags to dispose of, bring them to the American Legion to dispose of correctly.
Councilor Hanley also stated that the Historic House Tour was very successful, some people coming from very far away.

Mayor Rines stated that Saturday, June 21st is Downtown Gardiner Celebration, Governor Baldacci and Congressman Allen are planning to be in town.   It is expected to be a great day with a wonderful firework display planned.
6.      ADJOURNMENT TO BUDGET WORKSHOP

Mayor Rines adjourned to a budget workshop at 8:30 p.m.
