Mayor Rines called the meeting to order at 6:35 PM

Motion by Councilor Webster and seconded by Councilor Colwell to go into Executive Session at 6:35 pm.

Cindy Sirois spoke to the Council about considering her original request about emergency parking signs along Route 201 up to the Richmond town line. The Council directed the City Manger to talk to MDOT about appropriate signage.

Motion by Councilor Rambo and seconded by Councilor Doiron to Accept Consent Agenda Items 5.1-5.3.

6. NEW BUSINESS
6.1 Consideration of Second Reading of Ordinance 05-01, General
Assistance Ordinance Appendixes A-C 2004-2005.
Motion by Councilor Hart and seconded by Councilor Rambo to Accept Second Reading of Ordinance 05-01, General Assistance Ordinance Appendixes A-C 2004-2005.
Vote: 7 in favor 0 – opposed Motion: passes
6.2 Consideration of Resolution 05-05, Northwest Quadrant Financing.
Motion by Councilor Hart and seconded by Councilor Rambo to Accept First Reading of Resolution 05-05, Northwest Quadrant Financing.
Vote: 6 in favor 0 – opposed Motion: passes (Mayor not voting on Bonds)
7. CITY MANAGERS REPORT
Manager Kobrock stated that at the last council meeting the current goal statement was discussed, and a copy was distributed in the last packet, a new draft will be discussed soon. Manager Kobrock asked the Council if they had any direction that they would like to see for a new goal statement. Councilor Doiron stated that he would like to see property tax relief made a priority. Manager Kobrock stated that he will have a draft ready soon.
At the next meeting the Council will have Dave Barrett speak to them in Executive Session about union negotiations.
Manager Kobrock and Pat Gilbert have been following up on the Route 201 & Route 126 projects, and would suggest having a MDOT representative come to speak to the Council concerning these issues. The Council asked if Rep. Steve Hanley & Sen. Scott Cowger could be asked to attend, Manager Kobrock stated that he would invite them.
8. COUNCIL DISCUSSION AND PUBLIC COMMENTS
Councilor Rambo stated that the organization analysis committee held its first meeting, that it went well, everyone was excited and it will be very challenging. An article about students understanding of the First Amendment recently in the Times Record, it was an interesting article although frightening. Councilor Rambo also stated that he is looking forward to the Mayor’s Appointment List. Mayor Rines stated that he hoped to have it by the next meeting.
Mayor Rines reminded the Council of the concert at the Christ Church on Saturday, February 5, 2005.
Councilor Webster wanted to acknowledge Anne Davis receiving the Maine Intellectual Freedom Award.
9. ADJOURNMENT
Mayor Rines adjourned the meeting at 8:35 pm.
