1.      CALL TO ORDER

Mayor Rines called the meeting to order at 7:05 PM

2.      ROLL CALL

3.1    Consideration of Comments from the Public on Issues that
           Do Not Appear Elsewhere on the Agenda (Please limit comments

4.      NEW BUSINESS

4.1     Consideration of Property Tax Abatement.

Manager Kobrock stated that this is an abatement for TW Dick that is several years old.  Assessor Curt Lebel has provided background information that was in this week’s packet.  It was an error between the BETR program and our own tax assessment.  The items that should have gone into the BETR program were billed as a supplement tax assessment.

Motion by Councilor Rambo and seconded by Councilor Dellert to Accept Property Tax Abatement.

Vote: 8 in favor 0 – opposed Motion: passes

4.2     Consideration of MSAD #11 Election Warrants.

Motion by Councilor Dellert and seconded by Councilor Colwell to Accept MSAD #11 Election Warrants.

Vote: 8 in favor 0 – opposed Motion: passes

Mayor Rines asked if there were any objections to adding Addendum Items, there were none.

1.      Consideration of Order 05-12, Consolidation of Voting Districts for MSAD #11 Budget Referendum on June 14, 2005.

This will consolidate the districts for the June 12, 2005 election, the voting will be at City Hall at the recommendation of the school board. It will save about $9,000.00 and will save on personnel.

Motion by Councilor Colwell and seconded by Councilor Hart to Accept Order 05-12, Consolidation of Voting Districts for MSAD #11 Budget Referendum on June 12, 2005.

Vote: 8 in favor 0 – opposed Motion: passes

2.   Discussion of Paving Route 24.

Manager Kobrock stated that the City learned this past week that the Department of Transportation plans to pave Route 24 this summer.  Manager Kobrock stated that he received a fax this afternoon from the Department of Transportation a copy of a letter that they sent in April of 2004 stating that they would be paving Route 24 in the future.  There about the same number of manholes on Route 24 as there were on Route 201, at least 35. Manager Kobrock stated that it will be discussed next week because it is the same scenario of Route 201 but now there is less money in the budget for manholes.  


6.      CITY MANAGERS REPORT

Manager Kobrock had no report.

7.      COUNCIL DISCUSSION AND PUBLIC COMMENTS

Councilor Dellert stated that she was glad to see the sweeper, seeing the condition of the roads have been so bad.

Councilor Webster remarked that he would like to see something done about the Willow Street situation; it is in the newspaper all the time.  Manager Kobrock stated that he should talk to Chief Toman & Pat Gilbert.

Councilor Doiron asked about the Route 201 paving, when will it be done? Pat Gilbert stated that there would only be two nights, there rest would be during the daytime.  There will be notification sent out.

Councilor Benner stated that he spent a lot of time on the Organizational Report, he thought that it was a great job done by the committee.

Councilor Colwell asked if there would be a follow up on the Pray Street and Skatepark issues on future agendas, it will be on future agendas.

Councilor Hart stated that he had hoped before the contract for the City Manager had been voted on that there would have been an opportunity for setting goals, hoping that it still could happen.  The Council could go over old goals along with new ones.  Hopefully it could happen not late at night, but within the next couple of weeks.

Mayor Rines stated that the health plan for the State of Maine will be worked on in the Council Room tomorrow.

Mayor Rines recessed the meeting to work on the Capitol Improvement Plan.

Motion by Councilor Rambo and seconded by Councilor Hart to go into Executive Session.

Vote: 8 in favor 0 – opposed Motion: passes

Out of Executive Session at 10: pm.

3.     EXECUTIVE SESSION per MRSA, Title 1, Chapter 13, Section 405 (6) (A)
               Personnel

Councilor Hart stated that he is voting against this motion, even though it was an error on the behalf of the City.  Being taxpayers money, it would be wrong to pay for, when the City recently made an error on everyone’s property tax bills, they rebilled and everyone paid the corrected tax amount.



Motion by Councilor Webster and seconded by Councilor Rambo to Accept the Managers Recommendation.

Vote: 5 in favor 3 opposed (Dellert, Doiron, Hart) Motion: passes

5.    EXECUTIVE SESSION per MRSA, Title 1, Chapter 13, Section 405 (6) (E)
                       Poverty Abatement

Motion by Councilor Rambo and seconded by Councilor Colwell to Accept the Manager Recommendation to Abate Taxes for March.

Vote: 8 in favor 0 – opposed Motion: passes

8.  ADJOURNMENT

Mayor Rines adjourned the meeting at 10:50 pm.
