1.      CALL TO ORDER

In the absence of Mayor Rines, Councilor Benner called the meeting to order at 7:01 PM

2.      ROLL CALL

Mayor Rines & Councilor Colwell absent.

3.      PETITIONS, COMMUNICATIONS, RESOLUTIONS, & PUBLIC HEARINGS

3.1    Consideration of Comments from the Public on Issues that
           Do Not Appear Elsewhere on the Agenda (Please limit comments
          to five minutes.)

        No public comment

Councilor Benner asked if there were any objections to taking an item out of order, there were none.

4.2       Consideration of Resolution 05-22, Retirement of Captain Robert
       Saucier.

Motion by Councilor Doiron and seconded by Councilor Dellert to Accept Resolution 05-22, Retirement of Captain Robert Saucier.

        Vote: 6 in favor 0 – opposed Motion: passes

4.      NEW BUSINESS

4.1     Consideration of Accepting Construction Bid for Northwest Quadrant.
            
Motion by Councilor Rambo and seconded by Councilor Webster to Reject all Bids and to Report Back to the Council at a Later Date.

                Vote: 6 in favor 0 – opposed Motion: passes


     4.3              Consideration of Sewer User Fees.
        
Motion by Councilor Dellert and seconded by Councilor Doiron to Accept Sewer User Fees.

                Vote: 6 in favor 0 – opposed Motion: passes

4.4             Consideration of Sewer Abatement.
                
Motion by Councilor Rambo and seconded by Councilor Webster to Accept Sewer Abatement.

Vote: 6 in favor 0 – opposed Motion: passes

6.      CITY MANAGER REPORT

Manager Kobrock stated that there will a short Executive Session to discuss a personnel matter after the Council Meeting.

Recently there have been two complaints of a smell out on the Marston Road, the Department of Agriculture was out inspecting the area today, there has been no update yet.  If Councilors receive complaints, call Barbara McPheters or Molly Gallant.

There was a slate of officers for Maine Municipal Association in the packet this week, if the Council approves the City will submit a vote, the Council approved.

Manager Kobrock will be on vacation from August 4-26, the Senior Management team will rotate the resposibiliy of Acting City Manager.

7.         COUNCIL DISCUSSION

Councilor Webster asked if the playground and fields could be posted as safe zones to protect the children.  Manager Kobrock stated that he will look into, it might not be as simple as posting signs, the Council might have to designate safe zones as they already did with tobacco.

Councilor Rambo stated that he recently received a letter from Brunswick Air Force Station, for support and a contribution, not expecting anything this evening but perhaps in September. The Council will discuss this again in September.  Councilor Rambo also stated that the letters concerning 103 Brunswick Ave., that were recently in the packet concern him, and he agrees with Phil Barter’s reply.  Manager Kobrock stated that the matter is with our City Solicitor and he will issue a reply.

Councilor Doiron stated that the Circuit Breaker Program will be starting on Monday, there will a mailing going out to all who applied last year.  It is based on whether a person is a Maine Resident as of 2004 and income.  It was discussed as to whether a link could be on the City Website.

Councilor Hart asked if the mil rate had been decided yet.  Manager Kobrock stated that it will stay stable.


Motion by Councilor Webster and seconded by Councilor Dellert to go into Executive Session at 7:58 pm.

Vote: 6 in favor 0 – opposed Motion: passes

Out of Executive Session at 8:20 pm.

                       Personnel

Council discussed a personnel matter.

8.      ADJOURNMENT
