1. CALL TO ORDER
Mayor Rines called the meeting to order at 7:25 PM.
2. ROLL CALL

Motion by Councilor Rambo and seconded by Councilor Nickless to go into Executive Session at 7:30 pm.

3. EXECUTIVE SESSION per MRSA, Title 1, Chapter 13, Section 405 (6) (A)

Motion by Councilor Nickless and seconded by Councilor Rambo to Authorize the City Manager to Sign Police & Fire Employee Labor Contracts as Discussed in Executive Session.

4. PETITIONS, COMMUNICATIONS, RESOLUTIONS, & PUBLIC HEARINGS
4.1 Public Hearing of $860,600 General Obligation Capital
Improvement Bond (Wastewater Treatment, Road and Storm Drain)
Public Hearing opened at 7:55 pm and closed with no public comment.
4.2 Public Hearing - Liquor License Renewal for Gardiner House of Pizza.
Public Hearing opened at 7:56 pm and closed with no public comment.
4.3 Consideration of Comments from the Public on Issues that
Do Not Appear Elsewhere on the Agenda (Please limit comments

5. CONSENT AGENDA
5.1 Consideration of Liquor License Renewal for Gardiner House of Pizza.
Motion by Councilor Dellert and seconded by Councilor Rambo to Accept Consent Agenda Item 5.1.
Vote: 5 in favor 0- opposed Motion: passes
6. NEW BUSINESS
Mayor Rines asked if there were any Council objection to adding an Addendum Item, there were no objections.
1. Consideration of Mayor Appointments to the Planning Board.
Mayor Rines asked the Council to consider the appointment of Sheila Hanley and Judith Dorsey to the Planning Board.
Motion by Councilor Rambo and seconded by Councilor Dellert to Accept the Nomination of Sheila Hanley and Judith Dorsey to the Planning Board.
Vote: 5 in favor 0 – opposed Motion: passes
Councilors Benner & Colwell present.
6.1 Consideration of Second Reading of Ordinance 06-04, Proposed Amendments to the Land Development Code – Dwelling Unit.
Motion by Councilor Nickless and seconded by Councilor Rambo to Accept Amended Version of Second Reading of Ordinance 06-04, Proposed Amendments to the Land Development Code – Dwelling Unit.
Vote: 7 in favor 0 – opposed Motion: passes.
6.2 Consideration of Waiving the First Reading of $860,600 General Obligation Capital Improvement Bond (Wastewater Treatment, Road and Storm Drain).
City Bond Counsel advised to waive the first reading and move on to the second reading because of time restraints.
Motion by Councilor Colwell and seconded by Councilor Dellert to Accept the Waiving the First Reading of $860,600 General Obligation Capital Improvement Bond (Wastewater Treatment, Road and Storm Drain).
Vote: 7 in favor 0 – opposed Motion: passes
6.3 Consideration of Second Reading of $860,600 General Obligation Capital Improvement Bond (Wastewater Treatment, Road and Storm Drain).
Motion by Councilor Rambo and seconded by Councilor Nickless to Accept the Second Reading of $860,600 General Obligation Capital Improvement Bond (Wastewater Treatment, Road and Storm Drain).

6.4 Discussion of Streets, Sidewalk priorities.
7. CITY MANAGER REPORT
Manager Kobrock stated that the Wastewater Plant is looking for an intern position to review wastewater accounts. The process has started already, the final decision will be delayed as long as possible, hopefully finalizing the city budget first. Councilor Nickesss asked if the wastewater intern position would be a college student, Manager Kobrock answered yes.
8. COUNCIL DISCUSSION
Councilor Hart remarked that the manholes cover repair on Route 24 is terrible and hopes that it can be fixed, Pat Gilbert stated that he has spoken to MDOT and it is not hopeful, but he will continue to pursue.
Mayor Rines stated that Up the Creek and the European Bakery are open, encouraging everyone to stop in and try them.
9. ADJOURNMENT TO BUDGET WORKSHOP
Mayor Rines adjourned to go into a budget workshop at 9:06 pm.
