Property at 13 Clinton Street, Gardiner Maine

The City of Gardiner is soliciting proposals for the property and associated contents at 13 Clinton Street, Gardiner Maine, City tax map 036, lot 108. The City recently acquired the property for unpaid taxes and sewer fees of approximately $8,218.20. In addition, the City has invested approximately $1,500.00 to date to secure the property. A packet containing City records pertaining to this property including assessing records and the City’s tax liens and tax lien foreclosure notices may be inspected at www.gardinermaine.com by following the announcement for this request.
The property is a 1.75-story, conventional style house that was built circa 1870. It contains approximately 5 rooms and 1 bath and approximately 1,050 square feet living space. The lot is approximately .05 acres in a residential zoned area. The property is being sold “as is.”
An inspection of the property will be held at the site on Wednesday, August 17 from 10 - 11 a.m.
All proposals must be in writing and must include the following:
Hold the City harmless for any material or condition found on the property.
A proposed purchase price for the proposer’s acquisition of the property.
A statement of the developer’s intended re-use of the property and any associated cost estimates.
Evidence of the developer’s financial capacity to complete the proposed rehabilitation.
The City will evaluate proposals based on these equally weighted criteria:
Financial capacity and qualifications of the developer
Developer’s previous experience with similar projects
The nature of the ultimate re-use of the property.
The amount of the developer’s total projected investment in the property, including anticipated property tax revenues from the Developer’s investment.
All proposals are due in the City Manager’s Office, 6 Church Street, Gardiner, ME 04345 or via email at email@example.com on August 29, 2011 at noon. Proposals received after the stated deadline will not be considered. The Gardiner City Council will begin reviewing the proposals as early as August 31, 2011. Proposals must be signed, dated and contain the following statement:
“This proposal is submitted in accordance with the July 29, 2011 Request for Proposals for the property and associated contents at 13 Clinton Street and complies with conditions and stipulations that are a part of that request. The representations made in this proposal are valid until November 1, 2011.”
All proposals must be sealed, and must be conspicuously marked on the outside envelope “13 CLINTON STREET REDEVELOPMENT PROPOSAL”.
The City Council is the sole authority in determining the ultimate disposition of this property and reserves all rights until a satisfactory proposal is accepted. The City will deliver title in the form of a municipal quitclaim deed, without warranty, to the successful party within 30 days of final Council action. The buyer shall be responsible for any court actions that may be necessary to quiet title or assure marketability of the property. All utility charges will be pro-rated as of the closing date. The City’s conveyance of title may be made subject to a written development condition, consistent with the Developer’s written proposal. The Developer / buyer shall be responsible for payment of the buyer’s one-half share of applicable Maine real estate transfer taxes, plus deed recording costs.
The City of Gardiner reserves the right to accept or reject any or all proposals or negotiate additional terms and conditions based upon the best interests of the City.
