Minutes

Attending: Randy Clark, Rebecca Colwell, Anne Davis, Norman Gardner, Kim Greenleaf, Andrew MacLean, Patricia Rideout, Geri Robbins-Doyle, Norman Temple, Francis Grey, Chris Paszyc

Approval of Minutes from Previous Meeting
The minutes were approved as presented.

Loan Applications
There were none.

Regular Review of RLF Accounts
All accounts were current.

Other Business
The State of Maine has issued a request for proposals for a new facility to consolidate its Public Safety Offices.  Most of the current employees are next to the Brooks Pharmacy in Gardiner.  We have been approached by one of the developers that we worked with on the last State Office building request for proposals to sign a purchase and sales agreement for lots 15 and 16 in Libby Hill business park.  Chris said he would continue negotiations based upon the committee’s input.

Sewer Incentive Program Applications
Loads of Fun, the new laundromat in town, is the City’s first applicant for the new Sewer Incentive Program.  They will be given a progressively decreasing discount on their sewer bills over five years while they build their customer base and add to the amount of “Equivalent Users” on the whole sewer system.  Over time, this will decrease costs to the present users.  The Wastewater Advisory Committee has reviewed the application and found it to be within the program guidelines.  Geri Robbins-Doyle motioned, Patricia Rideout seconded, to concur with the recommendation of the Wastewater Advisory Committee and recommend the Loads of Fun’s application be approved.  The motion was approved by the unanimous vote of members present.  

Economic Development Director’s Report
Construction on the Rail Trail is progressing.
Little progress has been made in negotiations with Newark Paperboard.

Schedule Next Meeting
The next meeting was scheduled for Tuesday, October 14 at 8:00 a.m. at Gardiner City Hall.
