1.) Clarence McKay called the meeting to order at 6:10 PM.
2.) Roll call was taken.
3.) Kirk Mohney made a motion to accept the minutes as presented. Gail Ham seconded the motion.
Vote: 5 in favor. 0 opposed. Motion passed.
OLD BUSINESS
4.) Consideration of a Certificate of Appropriateness Amendment Application from Kerstin Gilg, Applicant
Proposal: To amend the approved fire escape on the back of the building by extending the window platforms to neighboring escapes, avoiding the need for stairs, except on the ground floor, which will have a window platform and stairs to the ground.
Location: 207 Water Street, City Tax Map 37, Lot 133.
Land Use Ordinance Reference: Section 9, Article F.
Kerstin went over his amended proposal. Kirk asked if there was anything wrong with the prior proposal. Kerstin said no. The Fire Marshal has approved of this new plan. Kerstin said it also looks like he might not have to relocate the electrical conduit.
Kirk Mohney made a motion to grant the Amendment to the Certificate of Appropriateness for the proposed platform on the second & third floors and the elimination of the first floor platform as it is not needed according to the Fire Marshal. Gail Ham seconded the motion.
Gail Ham asked if the Applicant should get a letter from the property owner of the building connected to this building giving permission to connect to the existing stairs. Mitchell Rasor suggested they should because another owner might not want to share the building fire escape. He said the letter should go to the CEO. Kerstin indicated that he didn’t think that would be an issue since all three buildings has a common entrance to the second floor.
Kirk Mohney amended the motion to add that the Applicant would provide, in writing, a letter from the abutting property owner to which he is attaching the platforms, giving permission to do so.
Kirk Mohney made a motion to grant the Amendment to the Certificate of Appropriateness for the proposed platform on the second & third floors; the elimination of the first floor platform as it is not needed according to the Fire Marshal; and the Applicant would provide, in writing, a letter from the abutting property owner to which he is attaching the platforms, giving permission to do so. NEW BUSINESS
5.) Consideration of a Certificate of Appropriateness from Gardiner Savings Institution FSB, Applicant; Anita Nored & Richard Bachelder, Agents
Proposal: To rebuild one dormer and deck; add 2nd dormer and deck; secure brick framing pockets & rebuild parapets; re-deck and re-shingle roofs; re-point bricks; secure knee wall and façade; replace windows.
Location: 153 & 157 Water Street, City Tax Map 34, Lot 138 and Map 37, Lot 167

Anita Nored, Agent for Gardiner Savings Institution, FSB, introduced herself and those attending with her. She had Brian Curry give an overview of the history of the buildings and the proposed project. The roof has a door opening that was not original to the building and they would like to fill in. They are considering not rebuilding the wooden parapets but replacing them with metal ice guards, which appear to be more consistent with the original building. They talked about replacing the dormer in building two and adding one in building three and their reasons for the need for the additional one – to let in more light and be able to make better use of the space on that floor, to allow the ground level space to be used for retail space.
6:40 PM Geri Robbins-Doyle arrived.
Kirk Mohney said that he believed that the concept of the second dormer would meet the standards, but that they would need to work further on the details. He asked about the glass area, whether it would be roughly the same size. David Webster of PDT Architects said they don’t want to call attention to the dormer and plan for it to be low profile. They were thinking of 2 smaller residential dormers rather than one large shed roof dormer.
Kirk Mohney made a motion to grant a Certificate of Appropriateness to Gardiner Savings Institution, FSB, Applicant, Anita Nored and Richard Bachelder, Agents for reconstruction of the roof structure of building three; to replace the wood parapets with metal ice guards, the precise detailing of which we will discuss further; that the shed dormer on building two can be replaced with a new shed dormer that may be slightly narrower or of comparable size; that the concept of a dormer on building three is consistent with the standards and given the location of this pair of buildings within the Downtown and in the context of the analysis we have done on dormers and the visibility of rear roof forms that it is appropriate to pursue a dormer on building three and we would have the Applicant explore some possible
alternatives; we would continue to consult with the Applicant on the design of those dormers and the railings, but in concept it is consistent with the Standards for both buildings two and three and that lead coated copper would be used in step flashing on the end walls and party wall parapets as well as on the coping on those parapets and possibly on the cheeks of the dormers although that would be part of the continuing consultation on the design.
Gail Ham noted that there were other items in the application that were not included in the motion. Kirk Mohney withdrew his motion.
After further discussion about the remaining items, the windows and store fronts, Kirk Mohney reinstated his original motion and added: The Applicant would come back with a façade study of both the front and rear, focusing on the proposed window replacements and first floor storefront designs and specific window specifications.
The Applicant withdrew those items from the application. Kirk Mohney withdrew the last portion of the motion about windows and noted that the Applicant has withdrawn that aspect of the project involving the windows for resubmission as a separate item for a Certificate of Appropriateness at a later date.
Kirk Mohney amended the motion regarding roof framing to add: to secure brick framing pockets and the knee wall on the facade. Gail Ham seconded the amendment.
Vote to approve the amendment. 6 in favor 0 opposed. Motion passed.
