1.)     Call Meeting to Order
Kirk Mohney called the meeting to order at 6:02 PM

Roll call was taken.
                
Consideration of June 17, 2006 Minutes

Geri Robbins-Doyle moved to accept the minutes. Gail Ham seconded the motion.  

Vote: 4 in favor. 0 opposed. Motion passed.
4.)     Consideration of a Certificate of Appropriateness from Gardiner Savings Institution, FSB, Matt Daughdrill, PDT Architects, Applicant
        Proposal: To construct/re-construct a dormer on the back side of each of the two buildings w/French doors, decks and handrails.
        Location: addressStreet153-157 Water Street, City Tax Map 34, placeLot 138 & Map 37, Lot 167
Land Use Ordinance Reference: Section 9, Article F.
        
Brian Curley said this proposal is a revision to an approved project. From a usage prospective, you can’t sit in this upstairs area and see the water, only the back side of the roof.  They would like to reconstruct one dormer and add another so that the rooms look right out to the river.  Currently the old dormer is covered by a tarp.  

Kirk asked about the stair case on the side.  Brian said they are not touching that at this time.  Eventually it will go away.  They are focusing on the dormer and the detail of the dormer.  

Kirk asked about the materials as some are clapboard and some are shingled.  Brian said it would be a mix.  Brian also said the railing design is not changing.  Geri asked if the handrail was steel.  Brian said yes.

Victor asked about the angle of the roof.  Brian said they were cutting into the building deeper and adding the doors and windows.

Geri Robbins-Doyle made a motion to recommend a Certificate of Appropriateness for Gardiner Savings Institution to reconstruct one dormer and construct another dormer on the backside of the each of the 2 buildings.  Victor Tessari seconded the motion.

Kirk asked that the motion be amended to acknowledge that we approved previously the construction of the dormers, that this is a revision reference the materials as submitted to us.  Geri seconded the motion.

Vote on amendment: 4 in favor. 0 opposed. Motion passed.

Vote on original motion: 4 in favor. 0 opposed. Motion passed.

Brian Curley said that they plan changes on the Yankee Title building.  They would like to add a door to meet Life Safety codes and asked about an amendment to the existing Certificate of Appropriateness granted on June 20, 2006.  This change was requested by the Fire Marshal’s Office.

The Commission members agreed to take up this amendment request.

Brian distributed a revised plan.  He said in some buildings you can use an exception if they are sprinkled, but can’t use that here because both stairs go directly to the outside.

Geri Robbins-Doyle made a motion to amend the Certificate of Appropriateness for addressStreet288 Water St, Tax Map 34, placeLot 108, to meet Fire Marshal safety requirements.  Gail Ham seconded the motion.
Vote: 4 in favor. 0 opposed. Motion passed.


5.)     Adjourn
        
        A motion to adjourn was made and seconded.
