1.) Chair Montell called the meeting to order at 6:02 PM.
2.) Roll call taken.
3.) Deborah Willis made a motion to approve the June 16, 2004 minutes as written. Ed Lawrence seconded the motion.
Vote: 2 in favor. 0 opposed. 3 abstentions (Pat Hart, James Montell & Sue Crawford who were not in attendance at that meeting). Motion passed.
4.) Chair Montell read item 4 from the Agenda
Applicant: Dan McKenna
Proposal: 12-lot residential subdivision Preliminary Application Review
Location: 240 Brunswick Avenue, City Tax Map 15, Lot 13
Zoning: Residential Growth and Shoreland Zoning
Dan McKenna introduced himself as the Applicant and introduced Daniel Colby, a land surveyor.
Jeffrey Hinderliter asked for a moment to make comments. He said that the Applicant held a Pre-Application Conference and that this meeting is a formal public hearing.
Daniel Colby described the project as a 12-lot subdivision with 12 wells and septic systems. He went over the documents he brought which showed elevation information, flood plain information, and road & soil profiles.
Ed Lawrence indicated that he would like to see more information on the streets culverts, etc, stream crossings & road grade. He also discussed the street endings and turn arounds.
Dan McKenna said that they had met with Susan Redmond and she said that there were no issues with the tributary stream. A Permit-By-Rule could be done. Dan also indicated that he would like to put the electric underground. Dan said that the final plan would show drainage and arrows showing direction of water flow or a stormwater management plan. He suggested the Board members might like to do a Site Visit.
Pat Hart asked about the entrance to Route 201. Dan said that he already has a permit from Maine Department of Transportation (MDOT). Jeffrey recommended that he pick up a permit from the Gardiner Code Office and to meet with Police and Fire about access.
Dan said the houses could be put on slabs or foundation. They are pre-sold houses and he will determine where they will go on the lot and stub in driveways. It is built as a whole package. They will sub out the electric and plumbing.
Chair Montell thanked the Applicant for the presentation.
OTHER BUSINESS
Deborah Willis gave an update on the Barn Door Committee s vote in the City Council. She said it went well
Gary asked about the Friends of Salmon Dam removal project as he had recently received some information on it. Jeffrey suggested he check into it because there would be a time frame for the project to be started and completed.
5.) ADJOURN
Deborah Willis made a motion to adjourn. Pat Hart seconded the motion.
Vote: 5 in favor. 0 opposed. Motion passed.
