1.)     Chair, Pat Hart called the meeting to order at 3:00 PM.

2.)     Roll call taken.

3.)     SITE WALK – 5-Lot Subdivision
Valerian Bolduc, II, Applicant, having Power of Attorney for Debra Stone, Owner, is seeking Preliminary Plan Approval for a 5-Lot Subdivision with Common Open Space named Stonie Acres. The Gardiner Planning Board will conduct a site walk of the property, located on the Costello Rd, within the Rural (R) Zoning District, City Tax Map 10, Lot 12B.

Ed Lawrence showed to Planning Board members the boundaries of the property, Christina’s Way and the sight distances.  He said that they planned to use existing culverts.  He showed them the hydrant and wetland areas that a soil scientist had mapped out.  It didn’t appear that the soil scientist had mapped all of the wetlands, so Ed was going to check with the him and get him to do so if he had not.

Ed noted that Christina’s Way pitches toward the back of the property and water runoff would go toward the back.  Other than cutting a few trees for Christina’s Way, they do not plan to cut any others.  The land is pretty bare anyway.

They looked at the common space and discussed the setbacks.  They looked at the brook in the back and discussed a term used in the Ordinance, “surface water” and what it meant – whether it is something that is there all of the time opposed to wetlands.  Board members asked that the Planning and Development staff get a definition of “surface water” from DEP, KVCOG or MMA.

It was noted that the common space was a little small.  Ed Lawrence said they will increase the area to meet the standards.

Chair Hart said that the Preliminary Plan Approval meeting will continue on December 12, 2006 at 6:00 PM at the City Hall Council Chambers.
