1.) Call the Meeting to order.
Debbie Willis, in the absence of Chair Hart, called the meeting to order at 6:05 PM and welcomed everyone.
2.) Roll call taken.
Pam Mitchel made a motion that Deborah Willis step in as Acting Chair. Judy Dorsey seconded the motion.

3.) October 27, 2009 Minutes.
Pam Mitchel made a motion to approve the minutes as written. Judy Dorsey seconded the motion.

4.) Public Hearing and Minor Site Plan Review
Allen Atwell, Applicant, is seeking Minor Site Plan approval to use three existing storage garages and office space to operate a taxi service with office. The property, located at 483 Water St, City Tax Map 33 Lot 86, is within the Cobbossee Corridor (CC) Zoning District.
The Board members reviewed the application for completeness.
Pam Mitchel made a motion that the application is complete. Judy Dorsey seconded the motion.

Acting Chair Willis asked the Applicant to introduce himself and give an overview of the proposal.
Allen Atwell said that this project is one of many that he hopes to develop at the site. The taxi service will be a 24 hour operation. There will be three taxis and 4 employees. They will leave their personal cars on the site and leave with the taxis. They will use the existing storage bays and a portion of the existing office space. He is working with MDEP on the clean up of the whole area.
Judy asked about growth. Allen said that if the business grew, he wouldn’t expect it to be more than 1 to 2 taxis over the next 12 months.
Judy asked about car servicing. Allen said they plan to use the Ford garage in Augusta. They would store the tires in the storage area.
Pam asked about the access. Allen explained how they would access the storage areas.
Judy asked if anyone is using the storage areas. Allen said they are full.

No public Comment. Acting Chair Willis asked Dorothy and the CEO if they had received any comments. They both said no.

The Board reviewed Section 3 of the Land Use Ordinance to determine those standards that apply to this Application.
Judy Dorsey made a motion that only Performance Standard L applies to this Application. Pam Mitchel seconded the motion.
Vote: 6 in favor. 0 opposed. Motion passed.
The Applicant was asked about the type of lighting proposed. He said that he was putting the two lights back into service that had been vandalized. The lights are the same as in the other areas of the building – low intensity and directed down with globes to shade. He said the illumination was less than a 60 watt bulb.
Pam Mitchel made a motion that Performance Standard L has been met. Judy Dorsey seconded the motion.

The Board members reviewed Section 5. Q. of the Land Use Ordinance - Review Criteria and skipped Review Criteria 1 and 2 for now.
Pam Mitchel made a motion to accept Review Criteria 3 as written. Judy Dorsey seconded the motion.

Pam Mitchel asked about the number of vehicle trips per day. Bill Najpauer reconfigured the numbers and he and the Applicant agreed upon 30 – 42 per day.
