CITY MANAGER’S OFFICE
WEEKLY MEMORANDUM

TO:     Mayor MacLean, Councilors and Department Heads
FROM:   Jeffrey Kobrock, City Manager
DATE:   July 20, 2007
RE:     Weekly Memo

Technology Plan
We have been climbing a very steep hill for several months in the implementation process for the technology improvements. I think we can see the summit. Soon we might even have a view of the horizon.

The implementation of utility billing and tax liens (after the second payment of property taxes became past due), preparation for the fiscal year-end and audit was not smooth this spring. However, we have worked very closely with the software vendor and many of these glitches seem to be resolved.

Our hardware implementation likewise hit some rough spots this spring and the troubles associated with running two parallel (but totally independent) networks and two desktops at workstations lent frustrations to an already challenging work environment. But likewise, we are imminently poised for several big leaps.

However, we have an extraordinary team of creative problem solvers led by Anne Davis and Dee Berglund, seemingly inexhaustible patience and a positive attitude that just won't quit. Thank you Anne, Dee and all City staff involved with our implementation project – we can see the summit, the horizon comes next, and our blisters aren't too bad!

Common Plan
Included in the packet are the follow up notes provided by Antje Kablitz for the Council workshop discussing the Common. A planning effort will commence at the staff level. This effort will be characterized by several elements:
We will provide interim reports to the Council at critical junctures or when we have critical findings.
We will seek specialized expertise as necessary.
We will assure that the most immediate of needs are well articulated by the beginning of 2008 to allow for inclusion in the FY 09 budget process.
As with all City planning and operations, it will be a transparent, inclusionary process.
