RE: Weekly Memo
Meetings for the Week of March 20, 2006
Historic Preservation Comm. Weds., Mar. 22, 6:00 pm, City Hall
Council Schedule
We will meet March 30 and again April 6 for our last Thursday meetings. On April 12 we will inaugurate both a new Wednesday evening meeting schedule and usher in this year’s budget season. Budget workshops will be scheduled throughout April and May with budget adoption projected for June. A proposed budget schedule will be disseminated with the budget itself and likely a little earlier, within the next week or two.
LD 2056 Repeal of Personal Property Tax
A public hearing was held this week on legislation to eliminate the personal property tax in 2008. Although much of the discussion focuses on mill towns where the impact would be understandably dramatic, this legislation would have a very recognizable effect upon Gardiner. Our mil rate would rise about 2.5 mils to offset the loss of personal property taxable value. The proposed elimination is phased, so this impact might occur over several years.
Not only would elimination of the personal property tax increase the mil rate substantially but it would also shift that portion of the tax burden itself from commercial/industrial taxpayers (the primary personal property taxpayers) to residential taxpayers (the primary real estate taxpayers).
