Water District/City Cooperation
I have included a memo from Chris Simpson in the packet. Chris Simpson is the facilitator for the Management Evaluation study being done by KVCOG and Maine Rural Water Association. The Management Evaluation is one of two studies (the other being the “one roof” or site feasibility study being done by Brian Kent) that will give the Council and Trustees information for moving further toward more substantial cooperation. The Management Evaluation seeks to analyze current organizational structures of the City and Water District and provide recommendations for improvements. The memo in the packet details a proposed process for finishing the report and then presenting the report to the Council and Trustees. As the Council will soon become involved in this process, I am distributing the present memo as an update on the study’s progress and process. The City/District joint management team reviewed a draft of the report May 18. Another draft will come back to that group July 30 for a last review and the final draft will be available early in September. If anyone would like the current draft of the report, Molly would be happy to email it. I will be working with Chris Simpson and Brian Kent to coordinate the presentation of both reports as the volume of information will be substantial and potential decision making also significant.

Personal Property Collection
Michelle DiBenedetti has been working very hard on collecting outstanding personal property taxes before the end of the fiscal year. After numerous notices, a listing of those who still have outstanding balances is included in the packet. We will publish this listing in the Kennebec Journal and Capital Weekly next week. We have had extremely good response from our collection efforts, this list and the outstanding amount has shrunk substantially from the original listing. Thanks Michelle!
