CITY MANAGER’S OFFICE
WEEKLY MEMORANDUM
TO:              Mayor Rines, Councilors and Department Heads
FROM:   Jeffrey Kobrock, City Manager
DATE:   August 5, 2005
RE:             Weekly Memo
Meetings for the Week of August 8, 2005
Pray Street School Comm.                Mon., Aug. 8, 7:00 pm Supt. Office
Appeals Board   Mon., Aug. 8, 6:00 pm, City Hall
Planning Board  Tues., Aug. 9, 6:00 pm, City Hall

Bond Refinance
The Maine Municipal Bond Bank was recently able to refinance our 1999 Libby Hill Bond. This resulted in a $50,442 savings. The Bond Bank is unable to apply this to current principal or interest, so this refund essentially funds more than a quarter of our next debt service payment for this bond.

Technology Plan
Upon approval of the FY 06 budget and the technology plan within the budget, we immediately began planning for implementation. We have met with our technology consultant to plan and budget some initial hardware upgrades. The cooperative purchasing project for software packages is concluding in early September, after which we begin talking with software vendors.

Finance Reports
With this packet we move to the new finance report format that we reviewed with Pat Coty and Lynn Olson in June. As part of this transition, last month we provided both the new format and the NDS report. From now on Councilors will get the new format statements. Not only are the new statements much more powerful in the consolidated information they provide, but they are also email-friendly so no more big thick sheafs of paper. If you would like the NDS reports Molly would be happy to provide them.
Council Schedule
The Council is taking a much-deserved break during the month of August. We will meet again on September 8. Please note we have written to Randolph/Farmingdale selectpersons to suggest a September 15 meeting. The letter is enclosed in the packet.

Packet Vacation
The Packet will be on vacation until September 2. If enough purely informational items accumulate we may put those together in the interim, so that the September 2 packet is not overwhelming.

In this packet
Farmingdale/Randolph Invitations – Water District Governance Committee Recommendations
Board of Appeals Agenda/Minutes
Planning Board Agenda/Minutes
