CITY MANAGER’S OFFICE
WEEKLY MEMORANDUM

TO:            Mayor Rines, Councilors and Department Heads
FROM:   Jeffrey Kobrock, City Manager
DATE:   August 27, 2004
RE:             Weekly Memo

Meetings for the Week of August 30, 2004

Waterfront Task Force           Tues., August 31, 7:00 pm, City Hall
Council Meeting                 Thurs., Sept. 2, 7:00 pm, City Hall

Council Schedule
We will meet with a rather full agenda on September 2.  I would like to look at our September schedule for further discussion of Palesky impacts. At several of our July meetings we discussed further refining of the Palesky impacts that I had previously presented to the Council. I advise that we organize this quickly, as November 2 is really just around the corner. In addition we will discuss the review process for the two studies we have commissioned for finding efficiencies in cooperation with the Water District. This review is tentatively scheduled for several sessions in October.

Tax Billing
We expect new tax bills to be mailed next Tuesday or Wednesday.  The problem was caused by a variance in primary lot values. As one part of the revaluation, primary lot values were adjusted to better reflect recent sales data (building values were also adjusted but this changed was successful). Unfortunately an entirely random error occurred in this portion of the reval. One-third of assessing accounts were left unchanged and two-thirds of the accounts were valued artificially high to close the gap caused by the unchanged accounts. Earlier we had discovered an error in reporting distribution of the mil rate among County, Municipal and School assessments. This error did not affect calculation of the bill amount, but in rebilling taxes we have had an opportunity to correct this information.
WWTP
We have issued the notice to proceed for both contractors on the wastewater project. Work has already begun at the plant and will very quickly get fully underway with excavation starting for the clarifier tank. The pipe portion of the project will likely commence October 1 and focus upon the force main across the Waterfront Park and work on Rt. 24.
