State Law governs the Welfare Department; Title 22 M.R.S.A. Section 4301. The State Department of Human Services, General Assistance Program monitors and ensures the local program is in compliance with the Municipal General Assistance Ordinance and state law.
The Welfare budget for client assistance is funded through municipal tax dollars and reimbursement of a percentage of the City's expenditures by the State Department of Human Services.
