Inspections
Inspections include on-site administration of code, statute and ordinances. Inspections are administered by a Code Enforcement Officer or an authorized agent. Inspections include any construction associated with the repair, alteration, addition to, and change of use to any new or existing building.
Inspections are performed Monday through Friday, afternoons in general, depending on availability of a code officer. Code Enforcement Office inspection services are generally provided within 24 hours after the request.
It is the responsibility of the person doing the work authorized by the permit to notify the Code Enforcement Office. The Code Enforcement Office attempts to accommodate busy schedules.
After various stages of construction have been inspected and approved, the Code Enforcement Office approves the final inspection and issues a Certificate of Occupancy.
Internal Plumbing Inspections
Inspections include on-site administration of the Maine State Internal Plumbing Rules. Inspections include on-site compliance checks of the installation or replacement of water distribution and drainage pipes, fixtures and other applicable plumbing work.
The piping of the plumbing, drainage, venting and water distribution systems must be tested with water or air. It is the responsibility of the person authorized by the permit to conduct the water or air test in the presence of the local plumbing inspector.
Internal plumbing inspections usually involve two on-site compliance checks. The first inspection involves a drainage and water distribution rough-in check. These tests are commonly performed while the permit holder and inspector has full access to all plumbing systems. The second inspection is a system final check.
The system final check includes, but is not limited to, toilets flush properly, no leaks, hot water is of proper temperature, hose bibs have vacuum breakers, rooms have proper ventilation, fixtures are secured, shut-offs are in place where required.
External Plumbing (Septic) Inspections
Inspections include on-site administration of the Maine Subsurface Wastewater Disposal Rules. Inspections include on-site compliance checks for the installation or replacement of subsurface wastewater disposal (septic) systems or their individual components. It is the responsibility of the person authorized to perform the work to notify the Code Enforcement Office.
External plumbing work requires two mandatory inspections and one recommended additional Inspection.
The two mandatory inspections are:
- First: Bottom of bed/scarification of soil.
- Second: Before system is back-filled - Top of pipes/chambers
First recommended inspection is conducted when the disposal site is prepared for, but prior to, the fill material being placed. The bed area and immediate fill extensions must be free from stumps, trees, brush or other foreign materials. The entire area must be scarified.
Additional recommended inspection - within 6 months of completion for stabilization/loam & seed.
