Planning & Development

The Planning & Development Department combines the Economic & Community Development, Code Enforcement, and Assessing services into a fully functional, pro-active, and collaborative unit.


PURPOSE

The purpose of the Planning and Development Department is: (as stated in the 2010 Land Use Ordinance)

To protect the public health and safety, environmental quality and economic well-being of the city while allowing a maximum diversity of uses by controlling building site, placement of structures and land uses, and by imposing minimum controls on those uses which, by virtue of their external effects, could otherwise create nuisances or unsafe or unhealthy conditions.

To provide for residential development in locations compatible with existing development and in a manner appropriate to the economical provision of community services and utilities.

To provide for a variety of commercial and industrial uses in locations suited to the economical provision of essential community services and utilities and to avoid blight, congestion and inconvenience.

To prevent and control environmental pollution; to protect water quality, spawning grounds and wildlife habitat; and to conserve shore cover and visual, as well as points of access to ponds, streams and rivers.


STAFF

Planning services are offered to the people of Gardiner. Planning staff administers projects such as site plan review, development consultation, zoning ordinance interpretation, subdivision, comprehensive planning, historic preservation, and ordinance implementation.

Staff are available to provide development consultation for planning projects associated with site plan review, subdivision, land use ordinance interpretation, coordination with outside agencies, and Historic Preservation staff support. Staff also conduct long range planning activities including comprehensive planning, infrastructure development, zoning studies, environmental preservation, open space, zoning ordinance revision, neighborhood revitalization studies, and master planning.

It is the charge of Planning staff to provide the plans, policies and ordinances that allow development consistent with State and Federal laws in as streamlined a fashion as possible, and that move the City closer to its goals as directed by the Mayor and City Council.
